travel south america venezuela caracas around the city

The city of Caracas is set in the bowl of the Caracas Valley and separated from the Caribbean on the north by the Cervo Avila coastal range.
Our guides had warned us to stay within a few blocks of downtown with our explorations.
Whether it was this warning, or the reality of the area, I remember a certain tenseness of the people.
We were not there long enough to evaluate whether there were real problems, or just imagined.
The people we saw, while not overly friendly, were not threatening in any way...
Like many other cities around the world, it appeared to have both good and bad aspects.
